About me
Henry is a lawyer by training but prefers consulting. A graduate of Georgetown University and the Northwestern School of Law at Lewis & Clark College, Henry left his litigation practice in 2001 to assist PacifiCorp with Federal regulatory compliance and policy issues. He has served as an Assistant General Counsel at the Bonneville Power Administration advising the transmission function and also led the Government Relations team at Vestas Americas. In 2009, Henry left Vestas and started Tilghman Associates.
Henry’s clients include renewable energy developers, investors and generator owner/operators as well as regional and national trade organizations.
Henry works with developers of new projects and operators of existing projects to minimize risks while maximizing opportunities. With over 14 years’ experience working within and influencing the evolution of the regional energy markets, Henry knows the issues, institutions and individuals – not only in the Northwest, but also California, WECC and the eastern RTOs. Henry also provides advice to clients considering investments in renewable energy technologies and generation projects. Finally, Henry also assists regional and national trade associations with renewable energy policy particularly on policy issues related to transmission expansion planning, transmission tariffs, and day ahead market design.
